Application for Water Supply











Water meters cover a wide range of categories, including industrial buildings, commercial buildings, shops, and restaurants. When applying for a commercial water meter, customers must declare the purpose of water usage and the specific category. Relevant categories and codes are listed in the “Water Meter User Classification”.
Minimum Water Meter Size: 50mm
- SIC 641100 – Restaurants (Chinese Cuisine) – Commercial user category code
Minimum Water Meter Size: 25mm
- SIC 641998 – Restaurants (Other Dining Establishments)
- SIC 641200 – Restaurants (Non-Chinese Cuisine)
- SIC 641300 – Restaurants (Fast Food)
- SIC 311100 – Slaughtering, Meat Preparation, and Curing
- SIC 952000 – Laundry Services
If a customer’s business category changes, the relevant department should be notified as soon as possible to ensure accurate calculation of sewage service charges. Any person occupying or managing a property must apply to become the registered user of the water supply. Applications can be made under an individual or company name with the necessary supporting documents.
For premises with an existing water supply, applicants can use online services to apply for account transfer. If no water supply is available or the supply has been disconnected, Form WWO 542 must be completed to apply for water supply.
To avoid disputes over meter readings, new occupants are advised to record the water meter reading on the date of account transfer, if possible, and provide this information to the Water Supplies Department for reference.
Application Process
Submission of Application Documents
- Applicants must submit relevant documents for approval by the Water Authority, including design drawings, construction plans, and other required materials.
Obtain Permission from the Water Authority
- According to the Waterworks Ordinance, no one may construct, install, alter, or remove fire service or internal water supply systems unless written permission has been granted by the Water Authority.
- Permission may be granted proactively by the Water Authority or upon application by a licensed plumber.
Work Conducted by Authorized Personnel
- Any construction, installation, maintenance, alteration, repair, or removal of fire service or internal water supply systems must be carried out by authorized personnel, such as registered plumbers.
Water Meter Application
- New users may hire a professional plumbing company to handle the water meter application process.
- These companies hold professional qualifications and can assist with design drawings, construction, and document arrangements, improving the likelihood of successful approval.
- The water meter size must meet the minimum requirements, such as 25mm or 50mm, depending on the application.
